The Division of the State Architect (DSA) is pleased to announce the upcoming implementation of an appointment-based process for project submittal. If the project submittal contains all necessary information and documents, plan review will immediately commence on the scheduled submittal date. This new process eliminates the “bin time” when complete plan submittals sat idle while awaiting assignment to a DSA plan reviewer.

DSA expects to begin scheduling project submittal appointments in early July, with the first appointments held in mid-August.

Since DSA’s current bin time is four to six weeks, this new process allows design professionals an extra four to six weeks to work on project plans. Elimination of the current bin time also results in significant individual and cumulative cost savings to clients and school districts by avoiding inflationary cost escalations.

Under the previous system, plans delivered to DSA waited for an intake review to ensure the package was complete, and then waited in a queue for approximately four to six weeks until the plans could be reviewed. DSA’s new process maximizes clients’ time because plans may be worked on and developed right until the agreed-upon submittal date.

This process applies to all projects other than those eligible for over-the-counter plan review. DSA will release further information and procedures within the next few weeks. Additionally, DSA will conduct a regional series of stakeholder outreach meetings commencing in fall 2017. We look forward to implementing these improvements with you.

Celebrating California Leadership
The 2017 Green California Summit and Exposition comes to the Sacramento Convention Center April 26-27. Discover the strategies, technologies and best practices that are keeping California at the leading edge of environmental protection. The Green Solutions Expo on April 26 will feature 100 companies with green products and services. Pre-summit training on April 25 will include in-depth sessions on Prop 39, zero emission vehicle fleets and building codes.

The keynote sessions featuring Fran Pavley, Green Solutions Expo on April 26, and Leadership Awards reception on April 25 are free.

State Architect Chester A. Widom, FAIA, will present on school sustainability, and Division of the State Architect Principal Architect Ida Clair will present on electric vehicle charging station accessibility at pre-summit events on April 25. Document Update – IR 16-5.16 Issued: Design, Fabrication and Inspection of Bleachers, Folding and Telescopic Seating, and Grandstands: 2016 CBC

The Division of the State Architect (DSA) announces the issuance of Interpretation of Regulations IR 16-5.16:  Design, Fabrication and Inspection of Bleachers, Folding and Telescopic Seating, and Grandstands: 2016 CBC (PDF). The information was revised in its entirety for the 2016 California Building Code.  Highlights of the changes are as follows:

  • Requirements for DSA acceptance of folding and telescopic seating fabricators are revised.
  • Additional information is provided to define the seismic loads used for the design of both outdoor bleachers and indoor folding and telescopic seating. 
  • Wind load requirements for outdoor bleacher stringers and girders are clarified. 
  • The load combinations in International Code Council 300 are supplemented.

Document Update – Revision of IR on Non-destructive Testing of Structural Welds: 2016 and 2013 CBC

The Division of the State Architect (DSA) announces the revision of the DSA Interpretation of Regulations on the code requirements for testing laboratories that perform nondestructive testing (NDT) of structural welds for projects under the jurisdiction of DSA.

The information in IR 17-2: Non-destructive Testing (NDT) of Structural Welds: 2016 and 2013 CBC (PDF) has been updated for the 2016 and 2013 editions of the California Building Code (California Code of Regulations, Title 24). Highlights of the changes are as follows:

  • Clarified NDT Level II employment requirements.
  • Clarified NDT equipment and calibration requirements.
  • Clarified NDT reporting requirements.

URGENT! Deadline for Jim Boyce Memorial Scholarship applications is approaching!

Dear Members and friends of APA, 

Scholarship packets were sent out to Texas colleges and universities last fall. However, we have received only one application, so far.  So please spread the word about the scholarship fund.  Reminder to all members: Your children are eligible if they meet all criteria. All the information can be found on the APA website Jim Boyce Scholarship page. The application deadline is March 31st, 2017.
